Urges Congress, the Department of Housing and Urban Development (HUD), and the Interagency Council on Homelessness to repeal the continuum of care interim rule and eliminate HUD performance standards to allow states and local governments greater flexibility in designing homelessness solutions.

Requests HUD amend the homeless management information system rule to reduce administrative reporting burdens and streamline data collection requirements so providers can focus more resources on direct client services.

Calls on Congress to repeal the McKinney-Vento Act Amendments of 2009 and rescind housing-first policy mandates to allow communities to offer diverse housing and service options beyond permanent supportive housing.

Urges Congress to convert HUD funding from direct assistance to block grants, giving Arizona and other states greater discretion in allocating resources to address homelessness based on local priorities and needs.

Requires the Arizona Secretary of State to transmit copies of this memorial to the President, Congress members, HUD Secretary, and the Interagency Council on Homelessness.
