Urges the Arizona Corporation Commission to ensure reliable and affordable utility services and prevent utilities from pursuing "Net Zero" energy goals that would retire coal plants by 2031.

Asserts that solar and wind are intermittent, unreliable sources requiring grid "overbuilding" that increases costs, citing Germany's electricity costs of 42 cents per kilowatt hour compared to Arizona's 15 cents.

Notes Arizona utilities have already retired 3,453 megawatts of coal capacity since 2013 and plan to retire remaining 3,520 megawatts by 2032, including the Springerville, Four Corners, and Coronado Generating Stations.

Requests the Commission reconsider previous decisions approving coal plant closures, particularly the 2025 Cholla Generating Station retirement and 2031 Four Corners closure.

Directs utilities to revise integrated resource plans prioritizing cost-effective, reliable baseload and dispatchable power sources and directs the Secretary of State to transmit copies to the Arizona Corporation Commission.
