Argues that Arizona's constitutional power to set voter qualifications is undermined because the federal voter registration form does not include the state's proof of citizenship requirement.

States that nearly 50,000 individuals without documented proof of citizenship are actively registered to vote in Arizona, with tens of thousands voting in each election.

Requests the Arizona Secretary of State transmit copies of the memorial to the President, congressional leadership, and Arizona's congressional delegation.
