Amends Arizona Revised Statutes Section 36-972 to clarify applicability of pure food control article to persons who display, sell, or offer for sale bulk food at retail.

Removes comma after "displays" and adds "or" to correct grammatical structure in the statute text.

Requires submission of the measure to voters at the next general election under the referendum power vested in the Legislature.

Becomes valid as law upon voter approval and proclamation by the Governor.
