Proposes a constitutional referendum to add section 12-824 to Arizona Revised Statutes, granting all Arizona citizens the right to sue any government official for unlawful acts performed in their official capacity

Establishes universal standing for citizens to bring legal challenges against government officials, removing traditional legal barriers that require plaintiffs to show direct personal injury

Requires the Secretary of State to place this measure on the ballot at the next general election for voter approval

Would take effect only if approved by voters and proclaimed by the Governor
