AZ HCR2011

Establishes the Arizona State Parks Heritage Fund and directs $10,000,000 annually from state lottery revenues to fund the heritage fund after other appropriations and debt service obligations are met.

Amends section 5-572 to allocate lottery funding to the new Arizona State Parks Heritage Fund while maintaining existing allocations to game and fish commission heritage fund, health programs, and other designated programs.

Creates the Arizona State Parks Heritage Fund under section 41-502, consisting of lottery deposits, interest earnings, legislative appropriations, grants, and donations, with the Arizona State Parks Board as administrator.

Exempts the Arizona State Parks Board from rulemaking requirements for one year after the effective date of the act.

Provisions become effective June 30, 2027, and the measure requires voter approval through the general election before becoming law.
