AZ HCR2015

Submits to voters a measure establishing legislative control over "noncustodial federal monies" including block grants, general revenue sharing funds, and broad-authority federal funds.

Requires budget units receiving noncustodial federal monies to maintain separate accounting for these funds beginning January 1, 2027.

Reserves the legislature's authority to appropriate noncustodial federal monies, with budget units administering unappropriated funds according to federal and state law.

Requires the legislature to specify the purposes for noncustodial federal monies appropriations consistent with federal law and allows lump sum appropriations for unanticipated funds when the legislature is not in session, subject to joint legislative budget committee review.

Excludes federal monies to universities, the Arizona board of regents, the department of emergency and military affairs, school districts, and community colleges from this appropriation requirement.
