Expresses the Legislature's commitment to reinstating full funding for the Water Infrastructure Finance Authority (WIFA) to support water conservation, reuse, and augmentation projects across Arizona.

Acknowledges that two consecutive years of funding cuts have resulted in WIFA receiving less than half of the promised appropriation for the Long-Term Water Augmentation Fund (LTWAF), jeopardizing the Authority's ability to attract private capital.

Affirms that WIFA's mission is critical to Arizona's economic and environmental health and that the Authority's November 2024 procurement solicitation for water importation projects represents an effective development strategy.

States that infrastructure needed to secure new water supplies requires private capital and private sector partnerships to be economically feasible.

Commits the Legislature to working with WIFA to reinstate full appropriations as budgetary conditions improve to enable the state to secure new water supplies and establish strategic private sector partnerships.
