Proposes amending Article V, Section 12 of the Arizona Constitution to remove legislative salaries from the commission-based salary adjustment process.

Creates a distinction where non-legislative elective state officers' salaries are set by the commission on salaries for elective state officers, subject to gubernatorial recommendation and legislative approval or disapproval.

Establishes that legislative salaries shall be set by law directly, rather than through the commission process requiring voter approval of commission recommendations.

Removes language requiring the secretary of state to submit legislative salary recommendations to voters at general elections for approval.

Requires voter approval of this constitutional amendment at the next general election per Article XXI of the Arizona Constitution.
