Proposes amending Article IV, Part 2, Section 3 of the Arizona Constitution to restrict legislation in even-numbered year regular sessions.

During regular sessions in even-numbered years, the legislature may only enact laws that repeal other laws or administrative rules, are emergency measures, support state government operations, or are state budget reconciliation bills.

Maintains existing provisions allowing the governor to call special sessions with specified subjects for consideration.

Updates constitutional language to use gender-neutral terminology ("the governor's" instead of "his").

Requires voter approval through a general election ballot proposition as provided by Article XXI of the Arizona Constitution.
