Amends Arizona Revised Statutes Title 36, Chapter 28.1 by adding section 36-2823 to prohibit the Director from issuing nonprofit medical marijuana dispensary registration certificates or certifying independent third-party laboratories in unincorporated territory completely surrounded by Indian reservations.

Amends Arizona Revised Statutes Title 36, Chapter 28.2 by adding section 36-2866 to prohibit the Director from issuing marijuana establishment licenses or marijuana testing facility licenses in unincorporated territory completely surrounded by Indian reservations.

Submitted to voters at the next general election as a referendum measure under article IV, part 1, section 1 of the Arizona Constitution.
