Proposes amendment to Article VII, Section 2 of Arizona Constitution to establish the right to vote as a fundamental right requiring any burdensome voting laws to be narrowly tailored to serve a compelling governmental interest.

Changes language to state "every person is entitled to vote" rather than "no person shall be" entitled to vote, clarifying voting eligibility for U.S. citizens age 18 or older who meet state residency requirements.

Adds explicit protection stating the right to vote provides robust protections beyond the equal protection clause of the Fourteenth Amendment to the U.S. Constitution.

Maintains existing prohibitions on voting for persons adjudicated as incapacitated and for those convicted of treason unless civil rights are restored.

Requires the Secretary of State to submit the proposition to voters at the next general election.
