Repeals sections 15-752, 15-753, 15-754, and 15-755 of Arizona Revised Statutes relating to English language education program requirements.

Amends section 15-756 to require schools to identify students' primary language, assess English language proficiency, and classify non-proficient students as English language learners without mandating specific program enrollment.

Adds new requirements that all public schools ensure English language learners receive high-quality education, master English language, and access research-based language programs, with parents granted legal standing to sue for enforcement and recover attorney fees and compensatory damages.

Amends section 15-756.01 to require the state board of education to adopt "research-based and evidence-based" models of structured English immersion and alternative instruction, with minimum English language development hours of 120 minutes daily (600 weekly) for K-5 and 100 minutes daily (500 weekly) for grades 6-12.

Authorizes school districts and charter schools to establish dual-language immersion programs for both native and non-native English speakers with community input and directs the legislative council to prepare conforming legislation for the 58th legislature.
