Proposes constitutional amendment to Article X, Section 7 modifying permanent fund distributions from 6.9% to 5% of average monthly market values beginning fiscal year 2025-2026.

Requires superintendent of public instruction to allocate distributed monies to public schools based on weighted student count to support teacher wage increases.

Eligible teachers must be full-time classroom teachers meeting state performance standards, spending over 75% of work time on non-administrative activities and classroom instruction.

Mandates public schools distribute the same percentage wage increase to all eligible teachers and post the percentage increase on school websites.

Legislature intends to appropriate $72,000,000 annually from state general fund for basic state aid to replace previous permanent fund appropriation requirements.
