Repeals sections 9-500.39 and 11-269.17 of Arizona Revised Statutes relating to vacation rental and short-term rental regulations.

Amends section 12-1134 to add an exception exempting regulations of vacation rentals and short-term rentals from property owner compensation claims for diminution in value caused by land use laws.

Removes provisions in section 42-2003 that allowed counties, cities, and towns to redisclose confidential transaction privilege tax information about vacation rental and short-term rental property owners to enforce local regulations.

Amends section 42-5042 to expand the definition of "online lodging operator" to include owners of vacation rentals or short-term rentals not offered through online marketplaces, requiring them to obtain transaction privilege tax licenses.

Directs the Secretary of State to submit this proposition to voters at the next general election.
