Requires all firearm sales or transfers to be conducted through a licensed firearms dealer unless both parties are already licensed dealers.

Mandates background checks on purchasers or transferees pursuant to federal law (18 U.S.C. § 922(t)) and state and local law before firearm delivery.

Allows dealers to charge a maximum fee of $20 to cover administrative costs for facilitating the transfer.

Exempts certain transactions including law enforcement activities, loans for target shooting and hunting, antique firearms, gifts between immediate family members, and transfers to prevent imminent death or great bodily harm.

Establishes violation of these requirements as a class 5 felony and directs the Secretary of State to submit the measure to voters at the next general election.
