• Legislature may eliminate any agency rule costing taxpayers more than $1,000,000 per year through concurrent resolution.
• Citizens or businesses affected by a rule may request the Office of Economic Opportunity to assess the rule's impact on taxpayers.
• Office of Economic Opportunity must complete assessments and notify the Administrative Rules Oversight Committee, the public, and the legislature of findings within six months.
• Defines "rule" as having the same meaning prescribed in section 41-1001 of Arizona Revised Statutes.
• Measure requires voter approval and will be submitted to voters at the next general election.
