Applies to Congress pursuant to Article V of the U.S. Constitution to call a limited convention for proposing an amendment restricting the number of terms for members of the U.S. House of Representatives and U.S. Senate.

Directs Arizona to aggregate its application with applications from other states to reach the two-thirds threshold required to compel Congress to call such a convention, while excluding aggregation with applications on other subjects.

Declares this resolution a continuing application under Article V that remains effective until legislatures of at least two-thirds of the states submit applications on the same subject.

Requires the Arizona Secretary of State to transmit copies to the President of the U.S. Senate, Speaker of the U.S. House, Arizona's congressional delegation, and presiding officers of each state legislature.

References that Arizona and 22 other states previously passed term limit measures that were invalidated by the U.S. Supreme Court and expresses intent to restore "rotation in office" for Congress members.
