Notes Arizona produces over 74% of the nation's copper and contains high-grade uranium deposits in Northern Arizona that require minimal land area to extract and could supply the state with carbon-free energy for one to two years.

Acknowledges growing global copper demand projected to double by 2030, China's December 2024 ban on exporting critical metals and minerals to the United States, and the resulting need for a robust domestic supply chain.

Calls on federal, state, and local governments to streamline mining permitting processes, foster a business-friendly environment for mining investment, and develop a comprehensive strategic critical minerals policy prioritizing national security and economic stability.

Directs the Arizona Secretary of State to transmit a copy of the resolution to the President of the U.S. Senate, Speaker of the House, and all members of Congress from Arizona.
