Asserts Arizona's sovereign authority under the Tenth Amendment and declares intent to exercise state powers not delegated to the federal government.

Serves as notice to the federal government to cease mandates beyond constitutionally delegated powers, effective immediately.

Declares all coercive federal legislation, rules, or programs that direct states to comply under threat of penalties, require passage of state legislation to receive federal funding, or have been declared unconstitutionally commandeering are prohibited or repealed.

Empowers Arizona citizens to pursue available legal remedies to assert the state's sovereign authority consistent with Article II, Section 3 of the Arizona Constitution.

Directs the Arizona Secretary of State to transmit copies of the resolution to the President of the United States, congressional leadership, and all state legislatures and Arizona Members of Congress.
