Proposes to amend Arizona Constitution Article IX, Section 21 to change the baseline year for school district expenditure limitation calculations from fiscal year 1979-1980 to fiscal year 2025-2026.

Modifies the aggregate expenditure limitation formula for all school districts by multiplying the adjusted base amount by 1.10 to establish a 10% increase threshold.

Changes the publication deadline for the aggregate expenditure limitation from May 1 to before May 1 of each year.

Updates statutory language for clarity, including changing "which" to "that" and modifying references to cost of living and student population definitions.

Requires submission of the proposal to voters at the next general election for approval under Arizona Constitution Article XXI.
