Proposes to amend Article IX, Section 21 of the Arizona Constitution to repeal expenditure limitations for school districts while retaining them for community college districts.

Removes the aggregate expenditure limitation for all school districts that was previously calculated by adjusting 1979-1980 expenditures for student population changes and cost of living, then multiplying by 1.10.

Eliminates the requirement for the legislature to establish individual expenditure limitations for each school district, allowing school districts to spend local revenues without statutory caps.

Removes special exclusions from local revenues that applied only to school districts, including proceeds from property sales, capital levies, and self-supporting commercial services.

Takes effect for fiscal years beginning July 1, 2027, and requires voter approval through a statewide general election before implementation.
