Proposes constitutional amendment to Arizona Article IV, Part 2, Section 6 regarding legislative privilege from arrest.

Adds "all traffic violations" to the list of exceptions where members of the legislature are not privileged from arrest (existing exceptions include treason, felony, and breach of the peace).

Clarifies that members are not subject to civil process during legislative sessions or for 15 days before commencement of each session.

Requires submission of the proposition to Arizona voters at the next general election per Article XXI of the Arizona Constitution.
