Proposes amendment to Arizona Constitution Article II, Section 8.1 to establish a fundamental right to abortion for women under circumstances that do not threaten the woman's health or safety.

Prohibits the state from denying, restricting, or interfering with abortion before fetal viability unless rationally related to a legitimate state interest, and allows abortion after viability if necessary to protect the life of the pregnant woman.

Defines legitimate state interests to include: respect for prenatal life at all stages, protection of maternal health and safety, elimination of gruesome medical procedures, preservation of medical profession integrity, mitigation of fetal pain, and prevention of discrimination based on race, sex, or disability.

Prohibits penalizing any individual or entity for aiding or assisting a pregnant woman in exercising her right to abortion.

Requires the Secretary of State to submit the proposition to voters at the next general election.
