Prohibits school district and charter school employees and independent contractors from using pronouns or names that differ from a student's biological sex or official school records without written parental permission.

Allows employees and independent contractors to refuse to use pronouns inconsistent with biological sex if doing so conflicts with their religious or moral convictions.

Requires school district governing boards and charter school governing bodies to adopt policies implementing these restrictions.

Does not prevent employees or contractors from discussing matters of public concern outside their official duties.

Permits use of common nicknames associated with a student's official name on record.
