Requires Arizona public schools to provide reasonable accommodations to any person who requests in writing and is unwilling or unable to use multi-occupancy restrooms or changing facilities designated for their biological sex.

Permits reasonable accommodations to include access to single-occupancy restrooms/changing facilities or employee restrooms/changing facilities, but excludes access to opposite-sex facilities while opposite-sex persons are present or could be present.

Creates a private cause of action for individuals whose written accommodation requests are denied unless the school can demonstrate undue hardship, with claims filed in superior court within two years of the alleged violation.

Establishes a private cause of action for persons who encounter opposite-sex individuals in designated multi-occupancy restrooms or facilities, or are required to share sleeping quarters with opposite-sex persons, if the school permitted such use.

Allows prevailing parties to recover monetary damages for psychological, emotional and physical harm, plus reasonable attorney fees and costs; defines "sex" as immutable biological sex determined by anatomy and genetics at birth.
