Renames the "alternative dispute resolution fund" to the "alternative dispute resolution and access to justice fund" throughout Arizona statutes.

Expands the fund's purpose to include programs that improve citizen access to and use of the court system, not just alternative dispute resolution programs.

Adjusts fee distribution percentages in superior courts (12-284.03), justice courts (22-281), and notary bond fees (41-178) to deposit into the renamed fund.

Modifies section 25-414 to clarify that civil penalties for violations of visitation or parenting time orders (capped at $100 per violation) are transmitted to the alternative dispute resolution and access to justice fund.

Makes minor technical corrections to statutory language regarding court costs, attorney fees, and timing requirements in family law proceedings.
