Prohibits wind farms from being located within six miles of the outer perimeter of property owned by a different person or entity, unless the property owner provides written consent.

Defines "wind farm" as wind turbines and associated facilities with a single electrical grid interconnection designed for or capable of operating at an aggregate capacity of five or more megawatts.

Excludes wind turbines dedicated to providing electricity to a single customer at a single location with less than twenty megawatts aggregate capacity from the definition of "wind farm."
