AZ SB1019

Prohibits local authorities and state agencies from using photo enforcement systems to identify violators of traffic laws related to excessive speed, failure to obey traffic control devices, or violations of articles 3 and 6 of the traffic code.

Removes the definition of "photo enforcement system" from section 28-601 (general traffic definitions) and relocates it to section 28-1201 with updated language.

Repeals sections 28-1202 through 28-1206 and section 28-1602 of Arizona Revised Statutes, which previously contained provisions related to photo enforcement system operations.

Removes the exception that previously prohibited unarmed police aides, private contractors, and traffic investigators from serving process in cases involving photo enforcement system citations.

Establishes legislative intent to keep law enforcement in the hands of trained peace officers, prevent outsourcing to private for-profit entities, and ensure law enforcement serves public safety rather than generating government revenue.
