Requires the Arizona Department of Education to establish a minimum performance level on the statewide assessment that students must achieve for high school graduation

Mandates at least two opportunities for students in grades 11 and 12 to take the statewide assessment each year

Exempts students from passing the statewide assessment if they obtain a passing score on an approved career and technical education technical skills test or earn an approved industry certification

Exempts students with individualized education programs (IEPs) or Section 504 plans from the statewide assessment graduation requirement, though testing accommodations must still be provided

Allows school districts to provide instruction and materials to students in grades 9 and 10 to help prepare them for the statewide assessment
