SB1031 Summary

• Prohibits manufacturers from knowingly selling or offering cosmetics in Arizona that used animal testing conducted by the manufacturer, its suppliers, or contractors during development or manufacturing.

• Establishes exceptions for animal testing required by foreign regulatory authorities, testing for non-cosmetic products under federal regulation, and testing requested by federal or state regulatory authorities when no alternative methods exist and documented necessity is demonstrated.

• Allows cosmetics and ingredients tested on animals before January 1, 2026 to remain available for sale, provided no new animal testing violations occur after December 31, 2025.

• Establishes civil penalties of up to $1,000 for the first day of violation and $500 for each additional day of violation.

• Preempts all local and county cosmetics regulations, making this a matter of statewide concern only; effective December 31, 2025.
