Senate Bill 1032 Summary

• Adds two new forms of unprofessional conduct for veterinarians: making false statements on documents concerning animal medical treatment, and withholding known material medical information from domestic animal owners or other veterinarians needed for informed treatment decisions.

• Defines "domestic animal" as a mammal, bird, reptile or amphibian not regulated by title 3 that is kept primarily as a pet or companion or bred to be a pet or companion.

• Increases maximum civil penalties from $1,000 to $1,900 for unprofessional conduct, administrative violations, and unlicensed practice violations.

• Adds failure to provide veterinary records or radiographs to an animal owner or treating veterinarian within ten days (or sooner if medically necessary) as an administrative violation subject to civil penalty.

• Makes technical corrections to existing language regarding investigative committees, board procedures, and terminology related to veterinary practice and licensing.
