Increases the bond amount required for seized animals from $25 to $500 per animal that owners must post with the court to defray care costs.

Owners must post the bond within ten days of seizure notice or the animal is deemed abandoned and becomes property of the seizing agency.

Peace officers, county enforcement agents, or animal control officers must provide written notice of seizure that includes the animal description, seizure authority and circumstances, hearing request procedures, and bond requirements.

Owners may request a postseizure hearing within ten days by submitting a declaration of ownership, with the hearing scheduled within fifteen business days before a justice of the peace or city magistrate.

Does not apply to activities permitted under Arizona title 3 (agriculture), equine seizures under section 3-1721, or cities and counties with ordinances imposing equal or more stringent bonding and forfeiture requirements.
