Amends oral preventive assistant qualifications to allow dental assistants from licensed private postsecondary educational institutions with at least five years of operation to qualify, in addition to existing pathways through accredited institutions.

Requires health profession regulatory boards to review all fees in public meetings at least annually and disclose their fund balances before setting fees for the subsequent fiscal year.

Caps health profession regulatory board fund balances at two years of annual operating expenses plus five percent; boards must reduce or eliminate licensing or application fees if the balance exceeds this limit.

Establishes the same fund balance review and fee reduction requirements for nonhealth professions and occupations regulatory boards under a new Article 2 in title 32, chapter 48.

Defines "licensing authority" as any state board issuing licenses, permits, certificates, or registrations to service providers, excluding real estate boards and health profession regulatory boards.
