Excludes motor vehicle operation or use from the criminal felony immunity provision, making public entities potentially liable for losses involving vehicle-related acts or omissions.

Maintains existing immunity for public officers who provide emergency care gratuitously and in good faith, unless the officer is guilty of gross negligence.
