SB 1043 Summary

• Requires cities and towns with more than 75 individuals experiencing homelessness to provide at least one shelter bed for every four homeless individuals identified in the 2024 point-in-time count.

• Mandates that affected cities and towns establish and maintain a judicial diversion program for individuals experiencing homelessness to help resolve minor legal issues.

• Establishes the homeless shelter and services fund administered by the Arizona Department of Housing, with continuously appropriated monies for grants to counties, cities, towns, tribes, and nonprofits providing shelter and services.

• Grant recipients must provide matching funds equal to the grant amount or demonstrate prior-year spending on homeless services at that level, and cannot adopt policies that prohibit enforcement of public camping or sleeping bans.

• Requires grantees to track and report performance data including demographics, housing outcomes, employment status, and service utilization through the homeless management information system.
