Amends section 16-103 to allow qualified persons temporarily absent from Arizona to register by filing an affidavit of registration with the county recorder.

Permits federal postcard applications as an alternative to affidavits for persons covered under the Uniformed and Overseas Citizens Absentee Voting Act (52 U.S.C. sections 20301-20311).

Allows registration at any time before 7:00 p.m. on election day for persons temporarily absent from the state who are covered under federal absentee voting provisions.

Updates references to federal law from "42 U.S.C. section 1973" to "52 U.S.C. sections 20301-20311" to reflect current statutory codification.

Removes provisions allowing U.S. citizens who have never resided in the United States to register if their parent is registered to vote in Arizona.
