Establishes the efficacy of Arizona's move over law study committee to examine the effectiveness of Arizona Revised Statutes section 28-775, subsection E.

Committee membership consists of 2 Senate members (different parties), 2 House members (different parties), both department directors (transportation and public safety or designees), 3 towing/recovery industry representatives, 2 law enforcement association representatives, and 2 motor vehicle advocacy organization representatives.

Study committee must conduct a comprehensive study on the move over law's effectiveness, identify additional resources or policy initiatives needed, and propose legislation to address identified issues.

Committee must submit a report by December 1, 2025, to the governor, president of the senate, speaker of the house, and secretary of state with findings and recommendations.

Study committee automatically repeals on September 30, 2026; committee members receive no compensation.
