Amends Arizona Revised Statutes sections 28-851, 28-853, and 28-854 to include "other on-track equipment" alongside railroad trains in all railroad grade crossing safety requirements.

Expands the definition of what constitutes an immediate hazard at railroad crossings to include any on-track equipment, not just trains, requiring drivers to stop and proceed only when safe.

Applies the expanded on-track equipment definition to vehicles carrying passengers for hire, school buses, and vehicles transporting explosive substances or flammable liquids.

Updates heavy equipment crossing regulations to require operators to watch for and yield to approaching on-track equipment in addition to trains, with the same notification and safety procedures.

Effective immediately upon approval by the Governor on May 13, 2025.
