Amends Arizona law governing three adult education programs: the continuing high school and workforce training program (15-217.01), the adult workforce diploma program (15-217.02), and the community college adult education workforce development program (15-217.03).

Increases enrollment capacity for continuing high school and workforce training program from 1,400 to 1,780 full-time equivalent students and raises per-student funding from $7,700 to an unspecified amount through various technical amendments.

Modifies the adult workforce diploma program to require monthly reporting of currently enrolled students and unspent invoices, and changes funding language from "has the ability" to "is able" for program provider requirements.

Updates the community college adult education workforce development program to increase per-student funding from $3,000 to $5,000 per full-time student and implements quarterly distribution of funds with specified allocation caps.

Appropriates $18,000,000 total in fiscal year 2025-2026: $6,000,000 each to the continuing high school program, adult workforce diploma program fund, and community college adult education workforce development program fund, with the first appropriation exempt from lapsing provisions.
