Amends Arizona Revised Statutes sections 28-501 and 28-505 to define and establish transportation system performance factors for the Arizona Department of Transportation.

Adds 14 definitions including "accessibility," "congestion reduction," "connectivity," "mobility," "safety improvements," and "system preservation" to guide transportation planning decisions.

Establishes specific weighting factors for project selection: highway projects weighted at 40% for congestion reduction, 40% for mobility increase, and 20% for safety improvements; transit projects require minimum ridership of 70% of system average (or 50% if operated by private contractor).

Requires the transportation planning division to develop quantitative measurement methods for each performance factor and consider new technologies and data solutions.

Prohibits the division from considering motor vehicle travel mile reduction targets or demand management policies, and prevents performance factors from being applied in a manner that provides differential treatment based on race, color, or ethnicity.
