Requires independent third-party audits at least twice yearly to verify bullion amounts, security measures, and safety protocols, with public access to audit summaries.

Authorizes the depository to issue and redeem transactional currency for United States dollars or physical specie/bullion, with fees established by the department to cover administrative costs and generate general fund revenue.

Prohibits depository personnel from holding financial interests in bullion companies, requires immediate disclosure of conflicts of interest, and bars foreign nations and enemies of the United States from using depository services.
