Increases the penalty assessment on criminal fines, civil penalties, and motor vehicle-related forfeitures from $2 to $4 per fine, penalty or forfeiture imposed and collected by courts.

Assessment applies to criminal offenses, civil traffic violations, motor vehicle statute violations, local vehicle ordinances, and game and fish statute violations under title 17.

Courts transmit collected assessments and remittance reports to county treasurers (or city/town treasurers for municipal courts), which then forward them to the state treasurer.

State treasurer deposits all assessments into the victims' rights enforcement fund established by section 41-1727.
