Senate Bill 1104 Summary

• Expands victims' rights to receive free copies of police reports and video recordings to include those from the charging prosecutorial agency, in addition to the investigating law enforcement agency.

• Requires law enforcement agencies to provide victims written materials explaining their rights, including the right to receive police reports and video recordings at no charge, when first contacted about a crime.

• Adds "domestic violence offense" as a defined term and clarifies that victims of domestic violence and sexual offenses have the right to receive one copy of the police report and video recordings at no charge.

• Applies to victims of Part I crimes under the statewide uniform crime reporting program, as well as victims' attorneys and immediate family members if the victim is killed or incapacitated.

• Becomes effective April 2, 2025.
