Removes governmental immunity for public entities in cases involving sexual offenses against minors or children with disabilities, if the entity violated statutory duties regarding employee background checks or failed to report as required by law.

Applies only to sexual offenses committed on or after the effective date of the act.

Maintains existing governmental immunity for public entities regarding other criminal felonies committed by employees, except for motor vehicle operations.

Known as "Ava's Law," this amendment takes effect December 31, 2027.

Modifies Arizona Revised Statutes Section 12-820.05 regarding tort immunity for public entities and officers.
