Prohibits the People's Republic of China from purchasing, owning, acquiring by grant or devise, or holding a substantial interest (30% or more ownership) in real property in Arizona.

Authorizes the Attorney General to enforce the prohibition by commencing court action in the county where the property is located.

Requires courts to divest violators of their property interest and direct the board of supervisors to sell the property, with proceeds distributed to lienholders, then to reimburse county and state enforcement expenses, then to the property owner.

Provides exceptions allowing China to acquire property through devise, descent, enforcement of security interests, or debt collection if the property is sold or divested within three years.

Exempts title insurers, title agents, escrow agents, and real estate licensees from liability for violations and prohibits violations from being the basis for title insurance claims.
