Establishes a right of first refusal for public service corporations and public power entities to construct, own, or maintain any proposed renewable energy resource in Arizona.

Requires public service corporations to provide written notice to the Arizona Corporation Commission within 90 days of county approval of a renewable energy project zoning or land use permit; failure to notify results in forfeiture of the right of first refusal.

Requires public power entities to provide written notice to the county within 90 days of county approval; failure to notify results in forfeiture of the right of first refusal and allows other public power entities to apply to the county.

Exempts residential rooftop solar systems and non-exporting renewable energy resources that are not interconnected to transmission infrastructure and used solely for on-site generation.

Authorizes the Arizona Corporation Commission to adopt rules implementing this article.
