SB 1114 Summary

• Adds section 45-576.11 to Arizona's groundwater code regarding certificates of assured water supply
• Director must accept analyses or physical availability determinations issued on or before May 31, 2023 as valid demonstrations of groundwater physical availability, reduced by volumes already allocated through issued certificates
• Applicants holding qualifying analyses may submit a sworn statement agreeing to reduce remaining groundwater reserves by 15 percent to obtain a certificate of assured water supply
• When issuing new certificates based on older analyses, director shall use current water demand assumptions, with any volume difference between old and new assumptions remaining available for subdivision development in the designated provider's service area
• Designated as an emergency measure effective immediately upon passage
