Requires the Department of Water Resources to adopt rules updating the project demand calculator beginning on the effective date and every five years thereafter.

Rules must provide all inputs used by the department's project demand calculator and reflect the latest conservation codes in effect at the time of rulemaking.

Authorizes the director to use expedited rulemaking procedures under Arizona Revised Statutes section 41-1027 when adopting these rules.

Designated as an emergency measure that is operative immediately upon passage.
