Adds section 45-581 to Arizona Revised Statutes regarding alternative groundwater models submitted to the state director.

Requires the director to notify in writing any person who submits an alternative groundwater model within five days of receipt.

Requires the director to provide a written response within sixty days of receipt that details whether the department accepts the overall findings and whether the director accepts or denies each specific finding.

Requires the director to include in the response the rationale for rejecting any findings of the alternative groundwater model.

Enacted as an emergency measure effective immediately upon passage.
